A CoC is a regional planning body created by HUD to coordinate services for the homeless. Each region has its CoC. Every CoC has:

A lead agency that administers HUD funding

A governing board

An annual competition for HUD CoC Program funding

A Point-in-Time count every January to measure homelessness
